A resurgent the Russian player secured his initial championship for 882 days with victory over opponent Moutet in the competition championship match.
The athlete, a ex- number one, has experienced a difficult period, managing just one win at the Grand Slams and suffering a setback at the American major.
Medvedev's unpredictability on the ATP Tour - and struggles with his serving in especial - led to him falling of the world's top 10 and ultimately splitting with long-time coach Gilles Cervara.
Currently working with his coach and Rohan Goetzke, Medvedev has consistently progressed in the past month - culminating in a tightly fought competitive victory over challenger Moutet.
It is Medvedev's first trophy since the 2023 Rome Masters and initial on a hard surface after that period of the previous year.
The win also means the Russian has secured twenty-one victories at twenty-one different events.
"This marks the first occasion I am participating in a competition with my children at once, so to win a trophy is particularly special," said ranked player Medvedev.
"This championship is in tribute of my child Victoria, because the maiden victory I achieved when my first daughter her name was born was for her."
The athlete, the former major winner, had lost his previous six finals, featuring in the German tournament previously this season.
His defensive approach and frequent emotional displays on court had prompted some to doubt if his ability to perform at the elite level was concluded.
Yet the athlete has made changes in recent weeks, making an effort to advance forward and compete positively, reinforced by an improved service.
The champion recovered from a disadvantage in the opening set against the tricky Frenchman, taking 4 of the concluding five exchanges to take the lead.
The competitors exchanged breaks in the following set before the Frenchman, attempting for his initial tour championship, took control to create a third set.
He saved 4 initial opportunities in a tight third set before the Russian secured a break to that score to close out the victory.
Fittingly, he earned victory with a point at the net, with the Frenchman failing to handle a return after over two and a half hours.
